中国工业两位数行业经济能源环境数据估算

摘要:现阶段制定有效的低碳发展政策,需要掌握工业行业全要素生产率、绿色全要素生产率、二氧化碳影子价格等有关低碳经济、经济可持续发展问题的数据。本文估算和整理了中国30个省市自治区21个主要工业两位数行业2001-2015年经济能源环境数据,主要涵盖了工业增加值、工业总产值、劳动力投入、工资总额、资本存量、工业中间投入、能源消费量、二氧化碳排放量等方面。根据对经济能源环境数据的分析,发现电力、热力生产和供应业,黑色金属冶炼及压延加工业,非金属矿物制品业,石油加工、炼焦和核燃料加工业是四大高碳强度行业;经济危机及经济刺激计划对高碳组行业与低碳组行业的影响具有明显差异;低碳组行业增加值占比逐年提升。因此,国家制定低碳政策时应对四大高碳强度行业予以重视,政府实施经济刺激计划时应充分考虑经济发展的低碳化,同时应加大对低碳行业的扶持力度。

Abstract: In order to facilitate the formulation of low-carbon development policies, we need related data to calculateindustry total factor productivity, shadow price of CO2 and so on. This paper estimates and collects data of 21 majorindustries in 30 provinces and autonomous regions in China in 2001-2015. These data include industrial added value, industrial production, labor input, the total wages, capital stock, energy consumption, intermediate inputs, and carbon dioxide emissions. This paper makes a preliminary analysis of these data and find that electric power and heatingpower generation, smelting and pressing of ferrous metals, smelting and pressing of nonferrous metals, petroleum processing and coking are the four industries which carbon intensity are highest. The impact of economic crisis and economic stimulus plan on high-carbon and low-carbon industries are different. The added value of low-carbon industries increased year by year. Therefore, the government should pay attention to the four high carbon intensity industries when formulating low-carbon policies, consider the development of low-carbon economy when implementing theeconomic stimulus plan, and strengthen the support for low-carbon industries.
