在线监测应用于中国碳排放监测的相关问题和制度建议

摘要:高质量的排放数据是碳交易的基础,监测方法的选取对于建立可靠的碳排放监测制度、提高碳排放数据准确性至关重要。本文建立了一套规范的在线监测法监测碳排放的标准方法,基于北京市部分工业企业在线监测和碳试点数据,定量评估在线监测法所得碳排放与现有碳排放监测制度下排放因子法所得碳排放数据之间的差距。此外,本文还进一步识别了将在线监测应用于碳排放监测面临的主要挑战,并提出提升在线监测数据质量、在电力行业开展在线监测法监测碳排放试点工作等若干政策建议。

Application of Online Monitoring to China’s Carbon Emission Trading System: Key Issues and Policy Recommendations

Abstract: High-quality emissions data is the foundation of carbon emissions trading, and the selection of monitoring methods is essential for establishing a reliable carbon emissions monitoring system and improving the accuracy of carbon emissions data. This study establishes a set of standardized online monitoring methods to monitor carbon emissions and quantitatively evaluates the gap between carbon emissions data obtained by online monitoring method and carbon emissions data obtained by emission factor method based on relative data of some industrial firms in Beijing. In addition, this study identifies three main challenges in applying online monitoring to carbon emissions monitoring and makes several policy recommendations for future mechanism design such as improving the quality of online monitoring data and launching pilot projects for applying online monitoring method to monitor caron emissions in the power industry.
