Rural Environmental Governance:
Challenge and Perspective

摘要：农村环境治理是关系到美丽中国建设成败的全局性问题。当前农村环境治理远不能适应全面建成小康社会、进而建设美丽中国的宏伟目标，特别是农村环境治理尚未形成统一的治理战略与有效的管理体制，为农村环境治理带来了严峻的挑战。国际经验表明，农村环境治理需要考虑农村环境的特殊性，采取有别于城市和工业污染治理的环境治理策略。农村人居环境整治的浙江经验表明，重视农村环境治理体系和治理能力建设是农村环境治理的关键。我国应尽快确立农村环境治理战略，核心问题是实施农村环境管制，建立生态补偿机制，同时健全完善农村环境管理体制。

Abstract:Rural environmental governance is one of key issues for Beautiful China. However rural environmental governance cannot meet the needs for the target of well-off society and Beautiful China. Rural environmental governance still faces the challenge due to lack of unified strategy and effective administrative system. International experiences show rural environmental governance should take into account the particularity of rural environmental pollution distinguished from urban and industrial pollution, and then adopt a correct environmental governance strategy. Evidences from Zhejiang of rural living environmental improvement indicate governance system and capability building is essential for rural environmental governance. China needs to establish strategy for rural environmental governance as early as possible, with an emphasis on rural environmental regulation, ecological compensation mechanism and administrative system of rural environmental governance.
