Impacts of Industrial Structure Optimization on Total Factor
Energy Productivity Growth

摘要:提高能源生产率不仅是能源发展改革的历史使命,也是高质量发展的必然要求。本文从全要素角度测度了中国省际能源生产率指数,从理论和实证层面揭示了产业结构优化对全要素能源生产率增长的影响。本文的研究发现:样本考察期内,中国全要素能源生产率增长态势由负转正,且各地区增长幅度存在明显的差异。从全样本及分时期回归结果看,产业结构向合理化和高度化方向演进能够促进全要素能源生产率增长。分地区回归结果意味着,处于工业化中期的地区要充分重视产业结构合理化对提升全要素能源生产率的重要作用,处于工业化后期的地区应同时兼顾产业结构合理化和高度化发展。本文建议从因地制宜推进产业结构优化升级、推动煤炭资源清洁低碳发展、吸引高质量外资等方面提升我国全要素能源生产率。

Abstract: Improving energy productivity is not only the historical mission of energy reform, but also the inevitable requirement for high-quality development. This paper measures China's energy productivity based on the total factor theory, and reveals the impact of industrial structure optimization on the growth of total factor energy productivity. The results show that, during the sample period, the growth of total factor energy productivity in China changed from negative to positive, and there were significant differences among regions. From the results of full sample and sub-period regression, the evolution of industrial structure towards rationalization and heightening can effectively promote the growth of total factor energy productivity. The results of sub-regional regression imply that regions in the middle stage of industrialization should pay full attention to the important role of rationalization of industrial structure in promoting total factor energy productivity. At the later stage of industrialization, regions should take into account the rationalization and highly development of industrial structure This paper suggests to promote the optimization and upgrading of industrial structure according to local conditions, promote the clean and low-carbon development of coal resources and attract high-quality foreign investment, so as to improve China's total factor energy productivity.
