摘要:在数字经济时代,数字创业作为一种创业新形态,在减污降碳方面具有重要潜力。本文在理论分析的基础上,借助中国2003—2021年281个城市的面板数据,运用固定效应模型检验了数字创业对减污降碳的效应和机制。研究发现,数字创业能够有效促进减污降碳。具体而言,城市新注册数字企业数量每增加1%,将使二氧化硫排放强度降低约8.7%,使二氧化碳排放强度降低约11.0%。机制检验表明,数字创业的减污降碳效应主要是通过促进绿色技术创新和推动产业结构升级实现的。异质性分析发现,数字创业对减污降碳的驱动作用在高行政级别城市、环保重点城市和千兆城市中更为显著。进一步研究显示,数字创业能够有效提升减污与降碳系统协同程度,实现污染治理与碳排放控制的同向发力和同频共振。本文从数字创业视角为数字化赋能绿色化提供了最新的理论和实证证据,为新时代新征程激发数字创业活力、实现减污降碳协同增效提供了政策启示。

How Digital Entrepreneurship Achieve the Synergistic Effects of Pollution and Carbon Reduction: Theoretical Analysis and Empirical Evidence

Abstract: In the digital economy era, digital entrepreneurship, as a new form of entrepreneurship, has a specific and important potential in reducing pollution and carbon. Based on theoretical analysis, this paper uses a fixed-effects model and investigates the effects and mechanisms of digital entrepreneurship on pollution and carbon reduction with the help of panel data of 281 cities in China from 2003 to 2021. It is found that digital entrepreneurship can effectively promote pollution and carbon reduction. Specifically, for every 1% increase in the number of newly registered digital enterprises in cities, it will reduce the intensity of sulfur dioxide emissions by about 8.7% and carbon dioxide emissions by about 11.0%. Mechanism test shows that the pollution and carbon reduction effect of digital entrepreneurship is mainly realized by enhancing green technology innovation and promoting industrial structure upgrading. Heterogeneity analysis reveals that the environmental benefit of digital entrepreneurship on pollution and carbon reduction is more significant in high-administrative-level cities, environmentally focused cities and gigabit cities. Further research shows that digital entrepreneurship can effectively enhance the synergy between pollution and carbon reduction systems, achieving the coordinated governance of pollution reduction and carbon emission control. This paper provides the latest theoretical and empirical evidence for digital empowerment of greening from the perspective of digital entrepreneurship, and provides useful insights for stimulating the vitality of digital entrepreneurship and realizing the synergistic effect of pollution and carbon reduction in the new era and new journey.
