摘要：绿色信用制度是中国生态文明制度体系的重要组成部分，其主要经验有：始终坚持政府主导、企业主体、公众参与的多主体协同，始终坚持科技创新、制 度创新、治理创新的系统性创新，始终坚持总体谋划、分步实施、因地制宜的差异化实践，始终坚持行政率先、市场耦合、社会拓展的稳健式实践。实证研究发现，绿色信用制度与中国绿色经济效率呈现倒“U”形关系，随着绿色信用制度不断强化，制度对绿色经济效率的影响由正向逐渐转为负向。实践层面，绿色信用制度缺少绩效评估，也存在制度冲突、拥挤和缺位等问题。因此，要着眼制度替代强化绿色信用制度选择，着眼制度互补强化绿色信用制度耦合，着眼制度冲突强化绿色信用制度协同，着眼制度空缺强化绿色信用制度查漏补缺，着眼定性定量完善绿色信用制度绩效评价。

Construction Experience, Quantitative Assessment and
Optimization Ideas of China's Green Credit System

Abstract: The green credit system is an important part of China's ecological civilization system. It always adhering to the multi-body synergy of government-led, corporate-dominated and public participation, always adhering to the systematic innovation of scientific and technological innovation, institutional innovation and governance innovation, always adhering to the differentiated practice of overall planning, step-by-step implementation and local adaptation, and always adhering to the robust practice of administrative leadership, market coupling and social expansion. The relationship between the green credit system and the efficiency of China's green economy has an inverted 'U' shape, with the impact of the system on the efficiency of the green economy gradually shifting from positive to negative as the green credit system continues to be strengthened. At the practical level, there is a lack of performance evaluation of the green credit system, and there are also problems of institutional conflict, congestion and lack of space. Therefore, we should focus on system substitution to strengthen green credit system selection, system complementarity to strengthen green credit system coupling, system conflict to strengthen green credit system synergy, system gaps to strengthen green credit system checking and filling, and qualitative and quantitative improvement of green credit system performance evaluation.
