摘要：国家高新区作为创新驱动发展的重要载体，对资源型城市的经济高质量发展发挥着重要作用。本文利用2004—2018年中国114个地级资源型城市面板数据，首先构建了资源型城市高质量发展指标评价体系，利用熵权TOPSIS方法测度了资源型城市高质量发展指数；其次，本文采用PSM-DID方法评估国家高新区设立对资源型城市高质量发展的影响，并对国家高新区的设立对资源型城市高质量发展的影响机制作了分析。研究发现：创新发展和开放发展是影响资源型城市高质量发展水平的主要方面；国家高新区的设立对资源型城市高质量发展水平的提升具有显著的促进作用；国家高新区的设立能够通过推动资源型城市工业开发建设并促进其工业经济发展，从而进一步促进资源型城市的高质量发展；国家高新区设立对资源型城市高质量发展的影响存在城市类型异质性，其能够显著推动成熟型资源型城市高质量发展，而对其他类型资源型城市高质量发展的影响不显著。在已有结论基础上，本文从提升资源型城市创新水平和对外开放水平、加快推进资源型城市高新区建设、有针对性地确 保各相关政策落地与制定差异化发展战略四个方面提出相关政策建议。

Research on the Impact of Innovation Policy on the High-Quality Development of Resource-Based Cities: Based on the Empirical Test of the Establishment of the National High-Tech Zone

Abstract: As an important carrier of innovation-driven development, the national high-tech zone also plays an important role in the high-quality economic development of resource-based cities. Based on the panel data of 114 prefecture-level resource-based cities in China from 2004 to 2018, this paper first constructed a resource-based city high-quality development index evaluation system, and used the entropy TOPSIS method to measure the high-quality development index of resource-based cities. Secondly, this paper uses the PSM-DID method to assess the impact of the establishment of national high-tech zones on the high-quality development of resource-based cities, and analyzes the mechanism of the establishment of national high-tech zones that affect the high-quality development of resource-based cities. The results show that open development and innovative development are the main aspects that affect the high-quality development of resource-based cities. The establishment of the national high-tech zone plays a significant role in promoting the improvement of the high-quality development level of resource-based cities, and it can further promote the high-quality development of resource-based cities by promoting the industrial development and construction of resource-based cities and promoting the industrial economic development of resource-based cities. Furthermore, the establishment of national high-tech zones has a heterogeneous impact on the high-quality development of resource-based cities, which can significantly promote the high-quality development of mature cities, while the impact on the high-quality development of other types of resource-based cities is not significant. Based on the existing conclusions, this article proposes relevant policy recommendations, such as promoting the high-level opening-up of resource-based cities, accelerating the construction of high-tech zones in resource-based cities, formulating regional differentiation development strategies and ensuring the implementation of relevant policies.
