数字经济如何赋能城市绿色全要素生产率? ——基于数字技术创新与产业结构升级视角

摘要:数字经济依托人工智能、大数据和区块链等数字技术与绿色发展深度融 合,逐渐成为推动我国绿色高质量发展的重要动能,也是实现“双碳”目标的重要途径。在此背景下,基于20112019年中国271个城市的面板数据,考察了数字经济对城市绿色全要素生产率的影响及其作用机制。研究结果表明:数字经济发展能够显著提升城市绿色全要素生产率。机制检验发现,数字经济发展提升了数字技术创新水平、优化了城市产业结构,进而提升城市绿色全要素生产率。异质性分析表明,数字经济显著提升了高行政等级城市、非资源型城市和公众环境关注度较高城市的绿色全要素生产率,未能显著提升一般行政等级城市、资源型城市和公众环境关注度较低城市的绿色全要素生产率。以上研究结论为数字经济与城市绿色全要素生产率之间的关系提供了经验证据,进而为充分发挥数字经济的绿色经济效应和促进城市绿色高质量发展提供政策启示。



How Can the Digital Economy Empower Urban Green Total Factor Productivity? 

Based on the Perspective of Digital Technology Innovation and Industrial Structure Upgrading

Abstract: Relying on the deep integration of digital technologies such as artificial intelligence, big data and blockchain with green development, the digital economy has gradually become an important driving force to promote China's green high-quality development, and is also an important way to achieve the goal of carbon peaking and carbon neutrality. In this background, based on the panel data of 271 cities in China from 2011 to 2019, this paper examines the impact and mechanism of digital economy on urban green total factor productivity. The results showed that the development of digital economy can significantly improve urban green total factor productivity. The mechanism test found that the development of digital economy improved the level of urban digital technology innovation, optimized the urban industrial structure, and then improved the urban green total factor productivity. The heterogeneity analysis 93 showed that digital economy significantly improves the green total factor productivity of cities with high administrative level, non-resource cities and cities with high public environmental attention, but fails to significantly improve the green total factor productivity of cities with general administrative level, resource-based cities and cities with low public environmental attention. The above research conclusions provide empirical evidence for the relationship between digital economy and urban green total factor productivity, and then provide policy enlightenment for giving full play to the green economic effect of digital economy and promoting urban green high-quality development.
