Dose Inclusive Finance Affect Green Economy Efficiency?

摘要：如何有效提升普惠金融发展以促进绿色经济效率提高，成为各界关注的焦点。本文基于2005-2015年中国30个省级行政区的面板数据，构建普惠金融指数测度普惠金融发展水平；采用非径向方向距离函数DEA方法，对投入产出赋予不同权重，将绿色经济效率分解为能源效率、碳排放效率、能源碳排放效率和环境能源全要素效率，进而利用Tobit模型考察普惠金融发展水平对绿色经济效率的影响。结果表明：中国东部地区的绿色经济效率明显高于中西部地区；中西部地区的绿色经济效率均未超过全国平均水平。进一步的计量结果表明，普惠金融发展有助于提高能源效率、碳排放效率、能源碳排放效率和环境能源全要素效率，从而提高绿色经济效率。为此，政府应进一步加大普惠金融体系建设力度，尤其要重视补齐中西部地区金融短板。

Abstract: In recent years，how to effectively enhance the development of Inclusive Finance to promote Green Economic Efficiency has become the focus in China． The inclusive financial index is constructed to measure the development level of inclusive finance in this paper which is based on the panel data of 30 provincial administrative regions in China from 2005 to 2015; the non－radial direction distance function DEA method is used to calculates the green eco－efficiency as energy efficiency，carbon emission efficiency，energy－carbon emission efficiency and total factorefficiency of environmental energy with different weight of input and output． Then this paper uses Tobit model to investigate the impact of the development of inclusive finance on green economy efficiency． The result of efficiency measurement shows that the green economy efficiency in the eastern part of China is significantly higher than that in the central and western regions; the green economy efficiency in the central and western regions has not exceeded the national average． A further measurement model shows that the development of inclusive finance helps to increase energy efficiency，carbon emission efficiency，energy carbon emission efficiency，and total energy efficiency of environmental energy， thereby improving green economy efficiency． In the end，the government should make further improvement on the construction of the inclusive financial system，especially to pay more attention to the central and western regions．
