Does Market Integration Reduce Environmental Pollution? Empirical Analysis Based on City Panel Data of the Yangtze River Economic Belt

摘要:消除市场壁垒,推动区域市场一体化对于深化地区分工以及推动跨区域环境治理合作有重要意义。本文基于长江经济带105 个城市的相关数据,采用动态面板回归方法实证检验了市场一体化对环境污染物排放的非线性影响关系。实证结果发现:长江经济带的不同污染物排放均具有动态滞后累积效应,市场一体化对地区污染物排放的影响机制比较复杂,不同污染物形成原因和治理手段的不一致,不同区域的发展阶段各异,导致市场一体化对污染排放的非线性影响结果依赖于样本的时间阶段、地区差异以及污染物种类的变化。本文提出要深化供给侧结构性改革,打破地区污染恶化的路径依赖,将生态保护与环境污染等指标纳入到地方考核体系,强化地方治理环境的激励;破除商品及要素市场分割的制度障碍,推动长江经济带一体化市场体系建设,实现区域市场统一与绿色增长的协同发展;注重环境政策制定的区域差异性,东部地区应利用现代信息技术与“互联网+”的风口,提高企业自主研发能力。中部应吸引高技术外资引入,通过学习与技术模仿发挥“后发优势”,实现地区增长与环境保护的协同发展。西部地区面临着较强的环境约束,需要进一步强化外资的高技术与绿色化属性。

Abstract: Eliminating market barriers and promoting regional market integration are of great significance to deepening the division of labor in different regions and promoting cross-regional cooperation in environmental governance. In this paper, we adopt the data of 105 cities in the Yangtze River economic belt and use the dynamic panel regression method to test the non-linear relationship between market integration and environmental pollution. The results show that the emission of environmental pollutants has a dynamic lag and cumulative effect, and this effect is significant in different regions for different pollutants. The mechanism of the influence of market integration on regional pollutant discharge is relatively complex, that is, there exists non-linear effects of market integration on pollutants depending on the time and region difference in addition to the types of pollutants. In the end, this study puts forward certain policy implications, including: Further deepening supply-side structural reform to break the path dependence of regional pollution degradation. And incorporating the ecological protection and environmental pollution indicators into local assessment system to strengthen the incentives for local governance environment. Eliminating the institutional barriers to segmentation of commodity and factor markets, and promoting the construction of an integrated market system for the Yangtze River Economic Belt to realize the coordinated development of regional market integration and green growth. Focusing on regional differences in the formulation of environmental policies, specifically, the eastern region should use modern information technology and the“Internet plus era”to improve the company’s independent research and development capabilities. The central region should attract high-tech foreign investment and use the “advantages of later development”through learning and technology imitation to achieve the coordinated development of regional growth and environmental protection. The western region faces strong environmental constraints and needs to further strengthen the high-tech and green feature of foreign capital.
