我国区域大气环境治理绩效的空间网络结构特征

摘要:区域大气环境治理绩效的提升不仅事关人民的蓝天幸福感,更是落实推进国家治理体系和治理能力现代化的重要内容之一。本文构建基于“压力-状态-响应”模型的区域大气环境治理绩效评价指标体系,利用改进的引力模型测算区域环境治理绩效空间关联强度,并通过空间联系制图直观考察区域大气环境治理绩效空间关联网络结构特征,再结合社会网络分析方法,进一步验证空间关联特征分析所得结论。结果表明:我国区域大气环境治理绩效及其空间联系总量均存在显著的空间差异,京津冀及周边大气污染治理绩效最低,空间联系总量整体呈自北向南、由东向西的空间递减特征;我国区域大气环境治理绩效呈现出空间溢出效应与潜在的标尺竞争效应,具有空间圈层结构与多中心治理空间格局;我国区域大气环境治理绩效空间关联网络结构稳定性不高,整体呈现出“重点核心+多个次核心+边缘地区”的空间格局。在此基础上,本文提出建立国家大气环境治理绩效空间关联网络体系,通过管理机制创新促进城市群尺度上大气环境治理绩效的协同提升等政策建议。

Abstract: The improvement of regional atmospheric environmental governance performance is not only related to the people's blue sky happiness, but also an important embodiment of promoting the modernization of the national governance system and governance capacity. We construct the evaluation index system based on PSR model, and then measure the spatial connection strength with the improved gravitation model. We map and analyze the spatial linkage and network structure characteristics of regional atmospheric environmental governance performance, and use the network density analysis to further verify the conclusions of spatial linkage analysis. The results show that there are significant spatial differences in regional atmospheric environmental governance performance and total spatial distribution of governance performance. The total amount of contact is generally decreasing from north to south and from east to west. There is a complex spatial correlation in regional atmospheric environmental management performance, the spatial spillover effect is negatively correlated with spatial distance, forming the spatial circle structure and multi-center governance pattern. The structure of China's regional atmospheric environmental governance performance social network is not steady, the overall network structure presents a key core + multiple sub-core + edge spatial pattern characteristics. Based on the research findings, this paper proposes establishing a national atmospheric environmental governance performance spatial association network system, and promoting the synergistic improvement of atmospheric environmental governance performance at the scale of urban agglomeration through innovation of management mechanism.
