Promoting Ecological Civilization Through Constructing Multilevel Carbon Market

摘要：我国碳交易试点尚需不断完善，在全国碳市场稳步推进的背景下，进一步加强碳市场建设对促进全社会减排、促进我国生态文明建设有着重要意义。 本文结合我国社会温室气体减排、产业转型升级和绿色消费等发展目标，分析了我国面临日益增长的第三产业和居民消费碳排放的挑战。本文认为可以通过创建互相联通、互为补充的配额碳市场、减排量碳市场和普惠碳市场，形成“三位一体”的多层次复合型碳市场，按照基础先行、示范引领、统筹推进、逐步完善的思路，分阶段推进多层次碳市场建设工作，最终推动全社会生态文明建设。

Abstract: China’ s carbon trading pilot needs to be improved continuously． In the context of steady progress of national ETS， further improving the carbon market construction can significantly accelerate carbon reduction and the development of China＇s Ecological civilization． Based on social development targets including GHG emissions reduction， industry upgrade and green consumption promotion， this paper analyzes the challenges of rapid growing GHG emissions from the third industry and small emitters． It concludes that establishing a multi－level carbon market system， which connects cap－and－trade schemes，voluntary markets and inclusive carbon markets together．In accordance with the ideas of basic advance，demonstration and guidance，overall promotion and gradual improvement， the multi－level carbon market construction work will be promoted in stages，and the construction of the whole society＇s ecologicalcivilization will be promoted．
